Could you sue a parent or family member if they owed you a substantial amount of money? Let's say they borrowed $5000 and never paid it back. Would you go to court or would you just forgive and forget?

I would not loan any money to anyone, regardless of family or not with the intention of getting it back. I would not tell them that but I have to accept that before I loan it. I would just suck it up and forget about it but they we never borrow from me again.

I'm the same way. If I have it to give, I give it and never mention it again. But at the same time, I don't let people use me as their personal ATM machine. I don't mind helping people who genuinely need help, but I won't enable trifling people.
